Solution As a music organization, you have the option to set yourself responsible for artist's billing. This means, you say it's your responsibility to pay for apps for selected artists. You can install apps for artists you are paying for. Artists who pay for themselves must log in and install apps for themselves (since they're the ones paying for them!)

To set this up, go to Account Settings > Billing Responsibility and make sure the artist name is checked. If they are checked, they will show up on the artist list when installing an application.
